If a screenshot extension doesn’t work on a page like chrome://settings, that’s expected.
Chrome blocks extensions on some pages for security reasons.

These pages have elevated privileges and contain sensitive browser information. Allowing extensions to run there could expose security and privacy issues.

Cmd+Shift+4, Windows:Win+Shift+S) - If you need the content for documentation, export a related webpage (not a
chrome://page)
